Red Star Marine (?) award T-K ÜHENDUS

Tere Gentlemen,

One of my friends recently acquired this Unknown to us award with a red star.
The fastening plate has an inscription in Estonian, as it seems - T-K ÜHENDUS.
Is it an Estonian award or just the plate is from a different order?

For sure it is not award at all but just some kind of special breast badge..
Also for sure it is not related to soviet military marine force but it´s some civilian marine badge..
Back plate has definitely estonian makers marking from soviet era - does this plate belongs to this badge or not I don´t know..

I personally assume, that ounly back plate here is made in Estonia .
